شاركت نقابة المهندسين العراقية في ورشة عمل نظمتها وزارة التخطيط بعنوان “التجارة في قطاع الخدمات”، بمشاركة جهات محلية ودولية، حيث مثّل النقابة كل من المهندس يحيى سامي عضو المؤتمر العام وعضو لجنة النشاط الثقافي، والدكتور المهندس محمد رضا ممثل لجنة المكاتب الهندسية في نقابة المهندسين العراقية.
وتناولت الورشة واقع تجارة الخدمات في العراق وموقعه في الاتفاقات الدولية، إلى جانب مناقشة الأثر التنظيمي للقطاعات الخدمية، لاسيما قطاعي الإنشاء والإسكان.
وركّز وفد النقابة على إبراز دور المكاتب الهندسية وضرورة توحيد الجهة المانحة لإجازات العمل لتجنب التداخلات القانونية والفنية، فضلاً عن الدعوة إلى تحديث قوانين وتشريعات البناء والاستثمار بما ينسجم مع احتياجات السوق والمجتمع، وتوحيد المرجعيات المهنية لتعزيز الجودة والشفافية.
وشارك في الورشة ممثلون عن وزارات التخطيط، الإعمار والإسكان والبلديات العامة، الداخلية (الدفاع المدني)، العدل (التسجيل العقاري)، العمل والشؤون الاجتماعية، التجارة، إضافة إلى الهيئة الوطنية للاستثمار، أمانة بغداد، اتحاد المقاولين، غرف التجارة، إلى جانب شركاء دوليين مثل مركز التجارة الدولي (ITC)، منظمة العمل الدولية (ILO)، برنامج الأمم المتحدة للمستوطنات البشرية (UN-Habitat)، وبعثة الاتحاد الأوروبي إلى العراق الجهة الممولة لمشروع “بيت”.
وخرجت الورشة بتوصيات أكدت على مواصلة الحوار الفني بين جميع الأطراف للوصول إلى نتائج عملية قابلة للتطبيق خلال الفترة المقبلة، خدمةً للصالح العام وتطوير بيئة العمل في العراق.
تستمر نقابة المهندسين بتأكيد التزامها بالعمل الجاد لتحديث واقع العمل الهندسي من التشريعات الى أطر تنظيم العمل الهندسي، وصولاً الى التطبيق العملي وتهيئة الكوادر، بما يواكب التطور ويتناسب مع حاجة السوق العراقي.

Iraqi Engineers Union participates in the Ministry of Planning workshop on Trade in Services
The Iraqi Engineers Union (IEU) accepted the invitation to take part in a workshop organized by the Ministry of Planning titled “Trade in Services,” with the participation of local and international stakeholders. IEU was represented by Eng. Yahya Sami, Elected Member of the General Assembly and Member of the Cultural Activities Committee, and Dr. Eng. Muhammad Ridha, Representative of the Engineering Bureaus Committee at the Iraqi Engineers Union.
The workshop examined the current situation of trade in services in Iraq and the country’s position within relevant international agreements. It also discussed the regulatory impact on service sectors, especially construction and housing.
The IEU delegation highlighted the role of engineering bureaus and the need to unify the licensing authority to avoid legal and technical overlaps. The delegation also called for updating building and investment laws and regulations to align with market and community needs, and for unifying professional references to enhance outputs quality and strengthen transparency.
Participants included representatives from the Ministries of Planning; Construction, Housing and Public Municipalities; Interior (Civil Defense); Justice (Real Estate Registration); Labor and Social Affairs; and Trade; as well as the National Investment Commission, Baghdad Mayoralty, the Iraqi Contractors Union, and the Federation of Chambers of Commerce. International partners included the International Trade Centre (ITC), the International Labour Organization (ILO), UN-Habitat, and the EU Delegation to Iraq, as the funder of the “BEIT” project.
The workshop was concluded with recommendations to continue technical dialogue among all parties to reach practical, applicable outcomes in the coming period, serving the public interest and improving Iraq’s business environment.
The Iraqi Engineers Union reiterated its commitment to sustained efforts to modernize the engineering sector, from legislation and regulatory frameworks to on-ground implementation and workforce preparation, in accordance with ongoing developments and the needs of the Iraqi market.
