أكد نقيب المهندسين العراقيين، المهندس ذوالفقار حوشي المكصوصي، خلال لقائه وفد مركز التجارة الدولي (ITC) في مقر النقابة ببغداد، على أهمية تعزيز التعاون المؤسسي مع النقابة وبعثة الاتحاد الأوروبي، بما يسهم في تطوير بيئة العمل الهندسي وتنظيم مزاولة المهنة في العراق.
وأوضح السيد النقيب أن النقابة ماضية في تسخير إمكانياتها كافة من خلال مركزها العام وفروعها في المحافظات لدعم مسار التعاون مع مركز التجارة الدولي، مؤكدًا أن سياسة النقابة تقوم على الانفتاح والتعاون مع جميع الجهات التي تشترك في الأهداف التنموية والمهنية، ومشيرًا إلى أن النقابة تفضّل رؤية منجزات ملموسة على أرض الواقع تسهم في تحقيق هذه الأهداف بشكل عملي وسريع.
وجاء اللقاء كاجتماع متابعة دعا إليه مركز التجارة الدولي (ITC)، في مقر نقابة المهندسين ببغداد، بحضور المهندس مصطفى المشهداني رئيس لجنة المكاتب الهندسية، والمهندس يحيى سامي عضو لجنة النشاط الثقافي، والدكتور محمد رضا عضو لجنة المكاتب الهندسية. عقد اجتماع المداولة هذا على هامش ورشة عمل سابقة حول قطاع الخدمات في العراق مع التركيز على الانشاء والإسكان، اقامتها وزارة التخطيط بالتعاون مع مركز التجارة الدولي وبحضور ممثلين من عدة وزارات وجهات حكومية معنية حيث حضرها ممثلو النقابة (يحيى سامي ومحمد رضا).
وضم وفد مركز التجارة الدولي السيدة ديڤيكا راجيڤ (خبيرة سياسة تجارية)، والسيد محمد الناصري (ضابط ارتباط حكومي)، والسيد أحمد حمّاد (خبير السياسات التجارية الدولية)، حيث عرض الفريق إطار التقييم التنظيمي لقطاع الخدمات على المستوى الوطني، واستعرض نتائج المقابلات مع أصحاب المصلحة الذين شاركوا في الورشة السابقة، ومن ضمنهم نقابة المهندسين العراقية.
وتم خلال الاجتماع بحث الملاحظات حول التعديلات التنظيمية والإجرائية والتشريعية ذات الصلة بقطاعي الإسكان والإنشاء، في سياقٍ يتماشى مع متطلبات ملف انضمام العراق إلى منظمة التجارة العالمية (WTO)، بما في ذلك رسم خارطة لتطوير تعليمات تأسيس وتشغيل شركات البناء المحلية والأجنبية.
وقدّم ممثلو النقابة، المهندسان مصطفى المشهداني ويحيى سامي، توضيحات تفصيلية حول متطلبات تأسيس الشركات المحلية وتسجيل فروع الشركات الأجنبية، ودور المكاتب الهندسية في مجالات الاستثمار والتصميم والتنفيذ، إضافة إلى آليات عضوية الأفراد والمكاتب في النقابة، والفروقات بين خريجي الجامعات الحكومية والأهلية في مجالات الاعتماد والتصنيف المهني.
وفي ختام اللقاء، ثمّن وفد مركز التجارة الدولي دور النقابة وشراكتها الفاعلة في دعم مسارات الإصلاح وتطوير القدرات المؤسسية، مؤكدين استمرار التعاون والتنسيق في إطار مشروع “بناء التحول العادل والشامل (بيت BEIT)” الممول من الاتحاد الأوروبي، والمنفذ بالتعاون مع منظمة العمل الدولية (ILO) وبرنامج الأمم المتحدة للمستوطنات البشرية (الموئل) (UN-Habitat)، بإشراف بعثة الاتحاد الأوروبي إلى العراق.

IEU President underscores partnership with ITC to advance regulation of engineering practice in Iraq
IEU President, Consulting Engineer Thulfiqar Hoshi Al-Makssousi, met the International Trade Centre (ITC) delegation at the Iraqi Engineers Union headquarters in Baghdad and stressed the importance of deepening institutional cooperation with ITC and the EU Delegation. He noted that this partnership supports a stronger engineering work environment and the orderly regulation of professional practice in Iraq.
The President affirmed that the IEU will mobilize its full capabilities (through the headquarters and provincial branches) to back the implementation of this cooperation track. He reiterated the Union’s open-door policy toward all entities sharing developmental and professional goals, while emphasizing a preference for swift, tangible outcomes that translate ambitions into practical results on the ground.
Convened by ITC as a follow-up consultation, the meeting was hosted at IEU HQ with the participation of Eng. Mustafa Al-Mashhadani (Head, Engineering Bureaus Committee), Eng. Yahya Sami (Member of the Cultural Activities Committee), and Dr. Muhammad Ridha (Member of the Engineering Bureaus Committee). It followed a previous workshop on Iraq’s services sector, focused on construction and housing, and organized by the Ministry of Planning (MoP) in cooperation with ITC, and attended by representatives from relevant ministries and government bodies, where IEU was represented by Eng. Yahya Sami and Eng. Muhammad Ridha.
The ITC delegation comprised Ms. Devika Rajeev (Trade Policy Officer), Mr. Mohammed Al-Nasseri (Government Liaison Officer), and Mr. Ahmed Hammad (International Trade Policy Expert). The team presented the framework of the national Services Regulatory Assessment and shared findings from stakeholder interviews, including the IEU.
Discussions addressed feedback on regulatory, procedural, and legislative adjustments related to housing and construction, consistent with the requirements of Iraq’s WTO accession file. The parties also reviewed a roadmap for developing instructions to establish and operate domestic construction firms and foreign branches.
IEU representatives (Eng. Mustafa and Eng. Yahya) provided detailed clarifications on local companies formation and firms foreign branches registration, the role of engineering bureaus across investment, design, and execution, as well as membership mechanisms for individuals and bureaus, and distinctions between public and private university graduates in accreditation and professional classification.
The ITC delegation commended the IEU’s active partnership in supporting reform pathways and institutional capacity development. Both sides affirmed continued coordination within the EU-funded BEIT (Building a Just and Inclusive Transformation) project, implemented in cooperation with the International Labour Organization (ILO) and the United Nations Human Settlements Programme (UN-Habitat) under the oversight of the EU Delegation to Iraq.
