استقبل نقيب المهندسين العراقيين، المهندس الاستشاري ذوالفقار حوشي المگصوصي، وفدًا ضم كلاً من، المهندس علي الناصري، مدير برامج التنمية الاقتصادية والبنى التحتية والطاقة في بعثة الاتحاد الأوروبي إلى العراق، والسيد كاي فونغ نغويين، نائب مدير البرامج القطري في مركز التجارة الدولي (ITC)، والمهندس مصطفى المصلح، مسؤول البرامج الوطني الأول في مركز التجارة الدولي.
وحضر اللقاء من جانب النقابة كل من، الدكتور زيد عز الدين، نائب النقيب، والمهندس الاستشاري حيدر علي الرفيعي، أمين السر، والمهندس يحيى سامي، عضو المؤتمر العام وممثل لجنة النشاط الثقافي.
وشهد الاجتماع توقيع خطاب نوايا رسمي بين نقابة المهندسين العراقية ومركز التجارة الدولي (ITC)، يُمهّد لتوقيع مذكرة تفاهم تهدف إلى:
– تطوير قدرات المهندسين العراقيين من خلال برامج تدريبية تخصصية.
– إشراكهم في مشاريع الإعمار والتنمية الاقتصادية.
– دعم إصلاح التشريعات والمؤسسات ذات الصلة بالمهنة الهندسية.
– تنفيذ أنشطة فنية مشتركة ضمن البرامج الممولة من الاتحاد الأوروبي.
– التعاون في مجالات العمارة الخضراء والتصاميم المستوحاة من التراث.
– تنظيم ورش تدريبية ومؤتمرات وطنية وإقليمية.
– تعزيز الشراكة مع القطاع الخاص والجامعات.
– دعم البحث العلمي التطبيقي في المجالات الهندسية.
ويمثل هذا التوقيع خطوة استراتيجية لبناء شراكة قوية ومستدامة، حيث أكدت جميع الأطراف التزامهم بتحويل هذه النوايا إلى برامج عمل ملموسة تُعزز من دور المهندسين في عملية التنمية الوطنية.
وفي هذا السياق، أكد نقيب المهندسين، المهندس ذوالفقار حوشي المكصوصي، سعي النقابة إلى توسيع التعاون ليشمل جميع فروعها في المحافظات، ومؤكدًا على أهمية التركيز على الجوانب العملية في التدريب، كما أعلن استعداد النقابة لتوفير كل وسائل الدعم لإنجاح هذا التعاون.
من جانبه، أشاد السيد كاي فونغ نغويين بجهود النقابة في خدمة المهندسين، مؤكدًا أن مركز التجارة الدولية يدعم مفاهيم الاستدامة، ويسعى إلى ربط النقابة بشبكة المؤسسات الدولية، مع التركيز على إشراك خبراء متخصصين في تنفيذ التدريبات لتحقيق أعلى مستويات الفائدة.
كما وصف المهندس علي الناصري هذه الاتفاق بانه كرحلة الالف ميل التي تبدأ بخطوة، والتي نشهد اليوم خطوتها الأولى، مؤكدًا التزام الاتحاد الأوروبي بدعم النقابة في مسيرة بناء القدرات الهندسية والتنمية الاقتصادية.
وأشار المهندس يحيى سامي، ممثل لجنة النشاط الثقافي، إلى أن النقابة تسعى إلى تحقيق استدامة هذا التعاون من خلال تدريب مدربين محليين لمواصلة العمل بعد انتهاء برامج الدعم، بما يضمن استمرار الأثر وتحقيق الفائدة العامة طويلة المدى للمهندسين العراقيين ومهنة الهندسة في العراق.

Iraqi Engineers Union (IEU) signs a Letter of Intent with the International Trade Centre (ITC) in presence of the European Union.
The President of the Iraqi Engineers Union (IEU), Consultant Engineer Thulfiqar Hoshi Al-Makssousi, received a visiting delegation that included Eng. Ali Al-Naseri, Programme Manager for Economic Development, Infrastructure, and Energy at the European Union Delegation to Iraq; Mr. Ky Phong Nguyen, Deputy Head of Country Programme at the International Trade Centre (ITC); and Eng. Mustafa Al-Muslih, Senior National Program Officer at the ITC.
From the IEU, the meeting was attended by Dr. Zaid EzzAl-Deen, Vice President of the Union; Eng. Haider Al-Rufaie, Secretary General; and Eng. Yahya Sami, General Assembly Member and Representative of the Cultural Activities Committee (CAC).
The meeting witnessed the signing of an official Letter of Intent between the Iraqi Engineers Union (IEU) and the International Trade Centre (ITC), paving the way for a Memorandum of Understanding (MoU) that aims to:
– Developing the technical capacity of Iraqi engineers through specialized training programs
– Engaging engineers in reconstruction and economic development initiatives
– Supporting reform of legislation and institutions related to the engineering profession
– Implementing joint technical activities under EU-funded programs
– Cooperate on green architecture and heritage-inspired design
– Organize training workshops and regional/national conferences
– Strengthen partnerships with the private sector and academia
– Promote applied engineering research
This signing represents a strategic step toward building a strong and sustainable partnership. All parties affirmed their commitment to turning these intentions into tangible programs that enhance the role of engineers in Iraq’s national development.
In this context, the IEU President Consulting Engineer Thulfiqar Hoshi emphasized the Union’s intention to expand the scope of cooperation to include all IEU branches across the country. He stressed the importance of practical, hands-on, and on-the-job training and confirmed the Union’s readiness to provide all necessary support to ensure the success of this collaboration.
For his part, Mr. Ky Phong Nguyen praised the Union’s efforts to serve engineers, reaffirming the ITC’s focus on sustainability and its aim to connect the Union with international institutional networks. He also highlighted the importance of involving specialized experts in the implementation of training programs to ensure maximum impact.
“A thousand miles journey starts with a step; today we witness taking it.” said Eng. Ali Al-Naseri describing the agreement, reaffirming the EU’s commitment to supporting the IEU in its mission to build engineering capacities and contribute to economic development.
Representing the Cultural Activities Committee, Eng. Yahya Sami, noted that the IEU seeks to ensure the sustainability of this cooperation by training local trainers who can carry forward the efforts after the conclusion of donor-funded programs, ensuring long-term impact and achieving public benefit for Iraqi Engineers and Engineering Profession.
