نقابة المهندسين تستضيف وفد برنامج الأمم المتحدة للمستوطنات البشرية وبعثة الاتحاد الأوروبي الى العراق لبحث التعاون في الإسكان الأخضر وبناء القدرات

استقبل السيد نقيب المهندسين العراقيين، المهندس الاستشاري ذوالفقار حوشي المكصوصي، وفد برنامج الأمم المتحدة للمستوطنات البشرية (الموئل) وبعثة الاتحاد الأوروبي إلى العراق، ضمن لقاء تنسيقي خُصص لبحث آفاق التعاون في مجالي الإسكان الأخضر وبناء القدرات الهندسية. حيث مثّل بعثة الاتحاد الأوروبي المهندس علي الناصري، مدير برامج التنمية الاقتصادية والطاقة والبنى التحتية، فيما مثل منظمة الأمم المتحدة للمستوطنات البشرية السيد ماركوس تودهوب، مدير البرامج، والمهندس معن سامي، مسؤول البرامج.

وحضر اللقاء كلٌّ من الدكتور زيد عز الدين محمد نوري، نائب النقيب، والمهندس الاستشاري شاكر عبد الحميد الكحلي، أمين السر المساعد ومدير المكتب الهندسي الاستشاري لنقابة المهندسين العراقية، والمهندس الاستشاري سعد خليل العبيدي، عضو مجلس النقابة ورئيس لجنة النشاط الاجتماعي والرياضي، والمهندس الاستشاري عبد الهادي عبد الحسن جبر، رئيس قسم المدني، والمهندس يحيى سامي من لجنة النشاط الثقافي ومسؤول تنسيق محفظة الشراكات الدولية.

وخلال اللقاء، استعرض السيد النقيب دور النقابة وفروعها في المحافظات، وما تحقق من تطوير في عملها خلال السنوات الماضية على مستوى الخدمات والبرامج والشراكات. وأكد استمرار العمل على تعزيز كفاءة الأداء والحوكمة الداخلية، والانفتاح على الشراكات التي تُسهم في الارتقاء بالممارسة الهندسية وخدمة أولويات التنمية الوطنية والمهندسين العراقيين.

من جانبه بين المهندس علي الناصري إن الاتحاد الأوروبي ينظر إلى نقابة المهندسين العراقية بوصفها الجهة المهنية المنظمة لممارسة مهنة الهندسة في العراق، مؤكدًا أن التعاون يتجاوز الدورات التدريبية ليشمل اعتماد الشهادات المهنية وتنظيم الممارسة الهندسية بشكل مستدام. كما أشار إلى أن وفد برنامج الأمم المتحدة للمستوطنات البشرية (الموئل) استعرض برامجه في العراق، ولا سيّما شراكته مع بعثة الاتحاد الأوروبي ضمن مشروع التحول الشامل والعادل (بيت) المعني بالإسكان الميسور المستدام.

كما ناقش الطرفان مقترح تنفيذ تدريبٍ متخصص في البناء الأخضر والمستدام داخل مقر النقابة، مع مشاركة المواد التدريبية مسبقًا مع الأقسام واللجان المختصة لمراجعتها وضمان مواءمتها مع السياق العراقي وكودات البناء والممارسات المحلية، وبما يتيح تطوير البرنامج لاحقًا إلى تدريب مدرّبين لإعداد ملاكات وطنية قادرة على نقل المعرفة وتوسيع نطاق التدريب بعد انتهاء برامج الشراكات الدولية واختتام الدعم العالمي.

Engineers Union Hosts Delegation from UN‑Habitat and the EU Mission to Iraq to Discuss Cooperation on Green Housing and Capacity Building

The President of the Iraqi Engineers Union, Consulting Engineer Thulfiqar Houshi Al‑Maksousi, received a delegation from the United Nations Human Settlements Programme (UN‑Habitat) and the European Union Mission to Iraq during a coordination meeting dedicated to exploring prospects for institutional cooperation in the fields of green housing and engineering capacity building. The EU Mission was represented by Engineer Ali Al‑Nasiri, Director of Economic Development, Energy, and Infrastructure Programs, while UN‑Habitat was represented by Mr. Markus Tudhope, Program Director, and Engineer Maen Sami, Program Officer.

The meeting was attended by Dr. Zaid Azzedine Mohammed Nouri, Vice President; Consulting Engineer Shaker Abdulhameed Al‑Kahli, Assistant Secretary and Director of the Consulting Engineering Office of the Iraqi Engineers Union; Consulting Engineer Saad Khalil Al‑Ubaidi, Union Council Member and Chairman of the Social and Sports Activity Committee; Consulting Engineer Abdulhadi Abdulhassan Jabr, Head of the Civil Engineering Department; and Engineer Yahya Sami from the Cultural Activity Committee and Coordinator of the International Partnerships Portfolio.

During the meeting, the Union President welcomed the visiting delegation and presented the Union’s role and its branches across the provinces, highlighting the institutional development achieved in recent years in terms of services, programs, and partnerships. He emphasized the ongoing commitment to enhancing performance efficiency, strengthening internal governance, and expanding partnerships that advance engineering practice and support national development priorities and Iraqi engineers.

For his part, Engineer Ali Al‑Nasiri stated that the European Union views the Iraqi Engineers Union as the professional body regulating the engineering profession in Iraq, noting that cooperation goes beyond training courses to include the accreditation of professional certificates and the sustainable regulation of engineering practice. He also noted that the UN‑Habitat delegation presented its programs in Iraq, particularly its partnership with the EU Mission within the “Bilad” (Comprehensive and Just Transition) project focused on sustainable and affordable housing.

The two parties also discussed a proposal to implement specialized training in green and sustainable building at the Union’s headquarters. The plan includes sharing training materials in advance with the relevant departments and committees to review and ensure alignment with the Iraqi context, building codes, and local practices. This approach would allow the program to evolve into a “train‑the‑trainer” model, preparing national experts capable of transferring knowledge and expanding training efforts after the conclusion of international partnership programs and global support.
