امتداداً لتعاونها مع بعثة الاتحاد الأوروبي إلى العراق ومركز التجارة الدولية (ITC) ضمن مشروع “بناء التحول العادل والشامل في العراق (بيت – BEIT)، وتلبية للدعوة الرسمية التي وجهتها النقابة، شاركت نقابة المهندسين العراقية في الاجتماع التشاوري لمشروع “مسار”، الممول من الاتحاد الأوروبي والمنفذ من مركز التجارة الدولية (ITC) في فندق بابل روتانا ببغداد، لبحث أولويات مرحلته الاستهلالية وربط التعليم والتدريب باحتياجات سوق العمل.
ومثّل النقابة المهندس الاستشاري يحيى سامي الطائي، مسؤول محفظة الشراكات والتعاون الدولي وعضو لجنة النشاط الثقافي، وأسهم في تيسير نقاشات إحدى مجموعتي العمل خلال الاجتماع. وركزت مساهمة النقابة على تطوير مهارات المهندسين وتأهيل الكوادر الفنية الوسطية في قطاع البناء، ولا سيما البناء منخفض الكربون، وتقليص الفجوة بين مخرجات التعليم ومتطلبات العمل من خلال التدريب العملي والتعاون بين المؤسسات التعليمية وأصحاب العمل والشركات في القطاع الخاص في العراق.
وشارك في الاجتماع السيدة شموس غانم، مديرة برامج التعليم في بعثة الاتحاد الأوروبي الى العراق، والمهندس مصطفى حكيم المصلح، مدير مشروع “بيت – BEIT” من جانب مركز التجارة الدولية، والسيد تيم مايزن، المستشار الفني الأقدم لمشروع “مسار” مع المركز، والسيد كي فونغ نغوين، نائب الممثل الوطني ومدير مشاريع مركز التجارة الدولية (ITC) في العراق، الذين شاركوا في تقديم المشروع وتمثيل إدارته.
كما شارك الدكتور موفق ساجت سمير، مدير قسم المنظمات الدولية والعربية في وزارة التعليم العالي والبحث العلمي، وأسهم في خلاصات الاجتماع، والسيد أحمد جواد كاظم، معاون مدير عام التعليم المهني، والسيدة سنان طارق مسؤولة قسم المنظمات غير الحكومية في وزارة التربية، التي أثرت الحوار بمداخلاتها، إلى جانب ممثلي وزارة التخطيط. إضافة الى المهندس أحمد الياسري مستشار اتحاد غرف التجارة العراقية.
تواصل محفظة الشراكات والتعاون الدولي في المركز العام لنقابة المهندسين العراقية مد جسور التعاون والشراكات مع الشركاء من البعثات الدبلوماسية والسفارات والمؤسسات الدولية الناشطة في قطاع التنمية في جميع المبادرات والأفكار والمشاريع التي من شأنها ان تخلق فرص للمهندسين العراقيين خاصة الشباب منهم الباحثين عن عمل وحديثي التخرج، وبما يعزز مكانة النقابة كمؤسسة مهنية فاعلة في شؤون ممارسة المهنة الهندسية في العراق.

Iraqi Engineers Union Continues Cooperation with the EU and ITC through MASAR Inception Consultations
Building on its cooperation with the European Union Delegation to Iraq and the International Trade Centre (ITC) through the Building Equitable and Inclusive Transformation in Iraq (BEIT) project, the Iraqi Engineers Union (IEU), General HQ in Baghdad, accepted the ITC formal invitation by participating in the consultation meeting for the EU-funded, ITC-implemented MASAR project at Babylon Rotana Hotel, Baghdad. The meeting explored inception-phase priorities and ways to align education and training with labour market needs.
IEU was represented by Consultant Engineer Yahya Sami Al-Taie, International Partnerships and Cooperation Portfolio Director and Cultural Activities Committee (CAC) member, who helped facilitate discussions in one of the meeting’s two working groups. IEU’s contribution focused on developing engineers’ skills, training mid-level technical personnel in construction, particularly low-carbon construction, and narrowing the gap between educational outcomes and employment requirements through practical training and cooperation between educational institutions, employers and private sector companies in Iraq.
Participants included Ms. Shumous Ghanim, Education Programmes Manager at the EU Delegation to Iraq, and ITC representatives Eng. Mustafa Hakeem Al-Muslih, ITC’s BEIT Project Manager, Mr. Tim Mizen, ITC Senior Technical Advisor for the MASAR Project, and Mr. Ky Phong Nguyen, ITC Deputy Country Representative and Projects Manager in Iraq. The ITC team contributed to the project presentation and represented its management.
Government participants included Dr. Muwafaq Sachit Sameer, Director of the International and Arab Organizations Department at the Ministry of Higher Education and Scientific Research (MoHESR), who contributed to the meeting’s conclusions, Mr. Ahmed Jawad Kadhim, Assistant Director-General of Vocational Education, and Ms. Sinan Tariq, NGOs Responsible at the Ministry of Education, who enriched the dialogue through her contributions, alongside representatives of the Ministry of Planning. In addition to Eng. Ahmed Al-Yassiri from the Federation of Iraqi Champers of Commerce.
The International Partnerships and Cooperation Portfolio at IEU General HQ (Baghdad) continues expanding the cooperation and partnerships with diplomatic missions, embassies and international organizations functioning in the development sector through initiatives, ideas and projects that create opportunities for Iraqi engineers, particularly young jobseekers and recent graduates. These efforts strengthen the Union’s role as an active professional institution supporting engineering practice in Iraq.
