شاركت نقابة المهندسين العراقية ممثلةً بالمهندس الاستشاري سنان صفاء الموسوي، عضو مجلس النقابة، والمهندس يحيى سامي الطائي، في الورشة الحوارية الخاصة بعرض نتائج دراستين وطنيتين نفذهما مركز التجارة الدولي (ITC) ضمن مشروع BEIT، وبتمويل من الاتحاد الأوروبي، حول واقع الإسكان وقطاع البناء في العراق.
الورشة التي عُقدت في فندق بابل روتانا ببغداد، جمعت ممثلين عن القطاع الحكومي والخاص والشركاء التنمويين، وتم خلالها استعراض نتائج تقييم السوق والبحث الميداني الذي شمل أكثر من 900 أسرة و252 شركة بناء محلية صغيرة ومتوسطة في أربع محافظات.
وخلال النقاشات، قدّم ممثلو نقابة المهندسين العراقية مداخلات رئيسية حول أهمية تفعيل دور النقابة في تنظيم سوق البناء، من خلال:
– المشاركة في منح إجازات البناء والموافقات الاستثمارية
– إعادة توجيه السياسات العمرانية نحو التوسع الأفقي المدروس بدلًا من الاكتفاء بالتوسع العمودي
– التركيز على بناء مجمعات سكنية ميسورة التكلفة، تستجيب للقدرة الشرائية للمواطن العراقي
– دعم مفهوم السكن المستدام، وترويج الحلول الموفرة للطاقة والملائمة للمناخ المحلي
كما تم التأكيد على أهمية النقابة باعتبارها الكيان المهني الجامع لكافة التخصصات الهندسية في العراق، من القطاعين العام والخاص، ودورها المركزي في دعم السياسات العامة والمبادرات التنموية المتعلقة بالإسكان والبناء والتخطيط الحضري.
وتجدد نقابة المهندسين العراقية التزامها بالعمل كمؤسسة فنية قطاعية مستقلة تسعى لتمثيل صوت المهندسين، ودعم الحلول الواقعية للتحديات السكنية والاقتصادية، بالتنسيق والتعاون مع الجهات المحلية والدولية.

The Iraqi Engineers Union Participates (IEU) in the International Trade Centre (ITC) Workshop on Iraq’s Housing and Construction Sector
The Iraqi Engineers Union (IEU) was officially represented by Eng. Sinan Safaa Al-Mowsawi, Member of the Union Council, and Eng. Yahya Sami Al-Taie in the recent technical workshop organized by the International Trade Centre (ITC) under the EU-funded BEIT project, held at the Babylon Rotana Hotel in Baghdad.
The event brought together key stakeholders from government bodies, the private sector, and international development partners to review the findings of two national studies conducted by ITC, one focused on housing market demand (based on over 900 household surveys), and the other on supply-side competitiveness (drawing from 252 MSMEs across Baghdad, Basrah, Erbil, and Mosul).
On behalf of the Union, IEU representatives actively contributed to the policy discussions, emphasizing:
• The need to institutionalize IEU’s role in issuing building permits and reviewing investment approvals
• Redirecting urban planning strategies towards horizontal expansion, instead of relying solely on high-rise vertical construction
• Prioritizing the development of affordable residential compounds tailored to the economic reality of Iraqi citizens
• Advancing energy-efficient and climate-resilient housing solutions, as part of Iraq’s long-term adaptation strategy
The Union also reiterated its unique role as the umbrella institution uniting engineers from all disciplines and sectors (both public and private) and called for stronger institutional coordination to address Iraq’s housing issue and urban development challenges.
